CC&Rs and Guidelines

CFA boundaries, interrupted by other neighborhoods, are roughly within the grid formed by First Avenue, Hacienda del Sol, River Road and Ina Road. All of the area is unincorporated in Pima County, Arizona.

The CFA Board is responsible for enforcing the deed restrictions for Areas 1 - 6 and for all other covenants in areas that do not have their own boards of directors. This includes those areas in which covenants are being reinstated on an individual property basis. 

The Covenants, Conditions & Restrictions (CC&Rs) that limit lot setbacks, building heights, colors, architectural styles, land use, protection of natural plants and habitat, and many more important caveats are a part of a legal document that “runs with the land,” as they say in the courts. These are an integral part of each of your deeds and have nothing to do with belonging to the Homeowners Association (HOA).

The majority of properties in Areas 5 and 6 are subject to CC&Rs and many properties in Areas 1 - 4 have reinstated their CC&Rs.

Design Guidelines

The Catalina Foothills Estates, Areas 1 - 6 is a subtle blending of people, residences, and the existing desert into a harmonious and aesthetically pleasing residential community which places primary emphasis upon the preservation of natural desert areas. Design Guidelines (DG) have been developed to implement this philosophy.

The DG are subject to each area’s CC&Rs and are supportive of the CC&Rs. Minimum standards of design provide direction to an owner in the development (planning, design, and construction) or remodel of their residence to insure compatibility with the fragile environment and climate of the Sonoran desert. The purpose of the DG is not to create look alike residences or to suggest that they have the same materials and colors, but to create a harmonious architectural approach compatible with the desert. No one residence shall stand apart so as to detract from the overall environment and appearance of the Catalina Foothills Estates, Areas 1 - 6.

The Architectural Review Committee (ARC) will encourage creativity in design, innovative use of materials, and unique methods of construction so long as the final result is consistent with the Catalina Foothills Estates, Areas 1 - 6’s overall philosophy, Area CC&Rs and the DG.
